This washer backs up the sealing ring in the swivel joint of a Prevost hose reel, spreading the clamping load evenly so the seal is compressed squarely rather than pinched on one edge. A distorted or scored washer will let a brand-new seal leak, which is why it is worth replacing the pair together rather than reusing the old one.
It is the natural companion part to the DMG 0031 low-pressure seal.
