This is the pivot the ratchet pawl swings on inside a Prevost automatic hose reel. The ratchet is what catches the drum at the length you have pulled out and releases it on the next tug so the spring can rewind, which means this small pivot is cycled every single time the reel is used.
Replace it when the reel will not hold at the chosen length, when the ratchet skips or locks at random, or when the pawl has visible side play. Renew the eccentric cover at the same time if it is cracked, since grit in the mechanism is a common cause of the same symptoms.
