At 3 microns this is a particulate stage rather than a coalescing one. It is there to hold back solids: rust and mill scale off the inside of steel pipe, desiccant fines carried over from a dryer, weld slag left from an install, and dirt that entered upstream. Keeping that material out of the air protects instruments, pneumatic valves and air tools, and it protects any finer element sitting behind this one.
