The Conrader TCXLPW is a heavy-duty cable-style throttle control (also called a "bullwhip") for gas-engine-driven air compressors rated 13 HP and up. Mounted on the pilot valve or elsewhere on the compressor, the cable's Z-bend end latches into the engine's carburetor throttle lever. When the compressor reaches the unload (cut-out) pressure, the pilot valve sends a pneumatic signal that actuates and extends the control to drop the engine to idle; when air is drawn back down to the load (cut-in) pressure, the signal is released and the control retracts to return the engine to full operating speed.
