This is the long M5 x 67 mm cap head screw that passes right through the casing of a Prevost hose reel to draw the two housing shells together. Prevost list it as TC, from the French tete cylindrique, a cylindrical socket head driven with an Allen key.
Because it is a through-screw rather than a local fastener, there is no substituting a shorter one: the full 67 mm length is what pulls both shells up square. Replace it when rebuilding a reel, or if the original has been stretched, bent, or had its socket rounded out.
